Strategic Principles of the Agricultural Policy in Poland in the 1990's

Abstrakty
The development of agriculture depends, to a decisive degree, on dynamics of the demand for agricultural products and the rate of growth in non-agricultural employment. It may be assumed that the rate of growth in demand for agricultural products would remain low in Poland, of 1 percent or less per annum, in the 1990's. Neither the changes forecast for the labour market point to any possible decline in agricultural employment. Both tendencies lead to the conclusion that the agriculture would not be a dynamic sector in development of the economy. The current intervention of the stale in the agricultural market should not bind substantial budgetary resources nor ought to lead to passing on the costs of agricultural protection on consumers. In view of the relatively high share of total expenditures of households on food, instruments of intervention in the market should be applied with particular caution. The experience of the highly developed economies shows that an expanded system of agricultural protection does stubbornly resist any changes, even if the causes underlying its introduction have ceased to work.
