A Study of Critical Success Factors for Public Private Partnerships (PPP) in Poland

Abstrakty
W latach 2009-2011 zainicjowanych zostało w Polsce 146 projektów partnerstwa publiczno-prywatnego (PPP). Do końca 2012 roku jedynie 30 spośród wszystkich ogłoszonych w tym czasie postępowań zakończyło się wyborem partnera prywatnego. Oznacza to, iż sektor publiczny napotyka poważne bariery w nawiązywaniu współpracy w ramach PPP. W pracy zwrócono uwagę na problem zarządzania projektami PPP jako jeden z warunków sprawnego wdrażania PPP. W przeprowadzonych badaniach dokonano próby identyfikacji krytycznych czynników sukcesu (CSF) projektów PPP w Polsce. (abstrakt oryginalny)
The elaboration treats about the issue of critical success factors for PPP in Poland. Since 2099 Poland has been experiencing the growing number of PPP undertakings. The aim of study is to present the issues concerning the conditions for the development of PPP in Poland from project management perspective. Questionnaire survey research examined the relative importance of 18 potential critical success factors (CSF) for PPP/PFI construction projects in Poland. Findings from the survey should influence policy development towards PPPs and the manner in which partners go about the development of PPP project. (original abstract)
