Celem niniejszego opracowania jest wyjaśnienie istoty i roli komunikacji banku centralnego z otoczeniem gospodarczym oraz wskazanie sposobów realizowania przez niego polityki otwartości (tj. opis kanałów i sposobów komunikacji). Część pierwsza wyjaśnia pojęcie przejrzystości polityki banku centralnego. W części drugiej zawarto klasyfikację przejrzystości. Część trzecia natomiast opisuje determinanty przejrzystości, czyli narzędzia komunikacji banku centralnego. (fragment tekstu)

Over the last decade or so there has been a revival of interest in the academic literature on the role of transparency in monetary policy-making. The widely perceived trend towards greater transparency seems to stem from two main factors. On the one hand it is associated with decisive moves towards central banks independence. In this context it is widely agreed that transparency facilitates accountability which in turn is a prerequisite for central bank independence in a democratic society. On the other hand, however, the need for central bank transparency can also be explained on the basis of the growing importance of financial markets' and private agents' expectations. It is argued that greater transparency makes monetary policy more predictable and thus more effective. From this perspective transparency is perceived as a tool for enhancing economic efficiency. Although the definition of what constitutes transparency is not always straightforward, it is generally understood to mean the absence of asymmetric information between markets and policy makers and it involves different elements, such as clarity, openness, honesty and common understanding. Transparency is beneficial when it serves to simplify communication with the public and helps generate support for central banks to conduct monetary policy optimally. It is outside the scope of this paper to discuss the question of what is meant by the optimal level of transparency. Instead the paper focuses on presenting the broad concept of transparency itself, its definitions, categories and the description of tools used by central banks to achieve it. (original abstract)
