Zamierzeniem tego opracowania jest podkreślenie znaczenia wiedzy o niektórych zjawiskach zachodzących na rynku ochrony zdrowia dla kształtowania polityki ochrony zdrowia, zwrócenie uwagi na złą tradycję koncentrowania się w procesie planowania na skrajnych opcjach, absolutyzowaniu znaczenia informacji na temat potrzeb zdrowotnych oraz stanu zasobów opieki medycznej. The purpose of the present description is to emphasise the importance of knowledge of the medical services market trends in forming health protection policy. Additonally, it pays attention to the bad tradition of concentrating on radical (extreme) options in the planning process and overestimated importance of data on medical needs and health protection resources. On the basis of rough analysis of typical free market it is seen that the implementation of free market rules in health protection is impossible. In many countries, preferences (priorities) distincity shift towards the use of market economy in health protection system as a result of its reorganization. They tend to maintain profits from state medical service financed through taxes (allowing for a certain degree of equal and general access to medical services) and, simultaneously, to derive profits from the decentralized market system. Proper medical service market should include encouragement of efficiency in the form of rewarding achievements and penalizing failure. Unsuccessful market participants are to be eliminated. A question arises as to the political acceptance for such an approach. The same concerns the government problem to reduce control of health protection system, i.e. to rely on market to a greater extent. Political influence can lead to intensified control hindering proper market relations. Such threat is more likely to occur in a situation of significant difference in accessibility and quality of medical services. (original abstract)
