An Evolutionary Mode of Transformation of External Relations

Przedstawiono doświadczenia krajów Europy Środkowo-Wschodniej w transformacji mechanizmów funkcjonowania powiązań zewnętrznych i scenariusz transformacji ewolucyjnej. Podstawę tego scenariusza stanowią: zgodność zmian w mechanizmie funkcjonowania gospodarki ze zmianami w infrastrukturze systemowej oraz wzajemna spójność zmian poszczególnych elementów mechanizmu funkcjonowania gospodarki.
On the experience so far of countries of the Central-Eastern Europe as regards the transformation of mechanisms of functioning of external connections of their economies, a scenario of an evolutionary transformation is formulated. It rests upon two underlying assumptions: the compatibility of changes in the mechanism of functioning of the economy with the changes in the system's infrastructure, and the consistency of particular components of the mechanism of functioning. The objective function determining the construction of the scenario is to minimize the costs of transformation, i.e. those of the change of the system's infrastructure, on the one hand, and those of substituting the mechanism for one another, on the other hand. Adoption of such a type of assumptions precludes the possibility of transforming the whole economy in the short period. It does not preclude, however, a quick transformation of that part of the economy which may be called the liberalized sector. (original abstract)
