Lobbying as a Mechanism for Shaping the Legal Environment

Abstrakty
Celem artykułu jest przedstawienie lobbingu jako mechanizmu kształtowania otoczenia polityczno-prawnego w ramach grup interesów. Za punkt wyjścia obrano właśnie otoczenie polityczno-prawne oraz zaprezentowano jego złożoność w ujęciu przedmiotowym i podmiotowym. Ponadto przedstawiono koncepcję podmiotowości grup interesów w procesie legislacyjnym i opisano ich genezę. Określono czynniki wpływające na zdolność do kształtowania otoczenia organizacji oraz działania, które można wykorzystać w ramach działań lobbingowych. Przedstawiono również model procesu lobbingu. The goal of this paper is to present lobbying as a mechanism for shaping the legal environment by the advocacy groups. The description of the legal environment was chosen as a starting point. The basic premise of this paper was to acknowledge the subjective and objective complexity of the legal environment. Moreover, subjectivity of the groups of interests in the legislative process was acknowledged and their genesis was described. The factors of the capacity to shape the legal environment and actions used in the lobbying process were presented. The model of the lobbying process was described. (original abstract)
