Abstrakty

Celem niniejszego opracowania jest pokazanie, w jakim stopniu oczekiwania przedakcesyjne zostały spełnione i wskazanie, jakie są kierunki debaty nad zmianami obecnego systemu finansowania UE i wydatkowania środków. Na tej podstawie można spróbować określić, czy Polska ma szanse być nadal znaczącym beneficjentem środków unijnych po 2013 r., kiedy przestaną obowiązywać obecne reguły wydatkowania środków z unijnego budżetu i wejdą w życie nowe rozwiązania. Financial flows between the EU and Poland represent one of the easiest-to-measure effects of Poland's membership. Poland has been a net beneficiary of EU funds (transfers from EU budget are higher than contributions). The analysis shows that Poland had utilised all money allocated under the Financial Perspective 2000-2006. Big allocations for the period 2007-2013 offer Poland a chance for a faster catch up with better developed countries. The author argues that advantages of EU transfers consist not only in additional financial flows (extra financing of investments) but also in other effects, including raising higher funds due to the co-financing rule, synergy effects, enhanced entrepreneurship, etc. Also, the Structural Funds for Poland contribute to the development of economies of other EU partners, creating extra demand, improving transport infrastructure, etc. New challenges facing the EU require additional financing and changes in the pattern of expenditures from the common budget. There is a risk of reduced spending on the cohesion policy in the future. The paper also discusses deficiencies of the present system of budget financing and several proposals of new resources of EU budget (new European VAT, income on CIT, energy tax, etc.). The conclusion is that, in the nearest future, one should not expect important changes in the system of financing the EU budget. (original abstract)
