Abstrakty

Parlament Europejski (PE) jest jedynym organem instytucjonalnym Unii Europejskiej wybieranym w powszechnych wyborach bezpośrednich. Pierwsze wybory bezpośrednie do PE odbyły się 7-10 czerwca 1979 r. (wcześniej, tj. w latach 1958-1979, posłowie byli mianowani przez parlamenty narodowe państw członkowskich). Data ta jedną z symbolicznych dat w rozwoju wspólnot europejskich. Wprowadzenie wyborów bezpośrednich było jedynie etapem prac nad procedurą wyborczą do PE. Ich uwieńczeniem, zgodnie z założeniami traktatów założycielskich, miało być uchwalenie jednolitej ordynacji, zastępującej krajowe ordynacje wyborcze. The European Parliament is a sole institutional body of the European Union, which is elected on direct elections. The first direct elections to the EP were held in 1979; from this time, numerous efforts to pass the uniform electoral procedure governing elections to the European Parliament failed. In consequence, Act Concerning the Election of the Representatives of the European Parliament by Direct Universal Suffrage of 20 September 1976 is still the basic legislative act. In the last years, EP activity in the reform of electoral procedure increased, resigning from elaborating uniform procedure for the sake of ameliorate the existing legal regulations. From 2004 to the present day, there are taken actions aimed at amendment of Act from 1976 (i.e. changing terms of voting, reduction of age eligible to vote) and Directive No. 93/109/EC (establishing legal rules eliminating double-voting cases), and, finally, in the last months, to solve a problem of staffing of additional mandates.
