The "Europe 2020" Strategy - After a Summit of 17 July 2010

W numerze 2(201) 2010 "Wspólnot Europejskich" w artykule M. Sapały przedstawiliśmy projekt nowej strategii gospodarczej Unii Europejskiej "Europa 2020", która ma zastąpić strategię lizbońską. Niżej autorka omawia ustalenia, jakie zapadły w tej sprawie na posiedzeniu Rady Europejskiej 17 czerwca 2010 r. Część najbardziej kontrowersyjnych problemów, omawianych na marcowym szczycie, postanowiono bowiem odłożyć do następnego posiedzenia szefów państw i rządów. Komisja Europejska miała także przedstawić na czerwcowym szczycie nowe wytyczne dla polityki gospodarczej państw członkowskich i polityki zatrudnienia. (abstrakt oryginalny)
The European Council on 17th June 2010 adopted the final version of "Europe 2020" strategy and integrated guidelines for economic and employment policies. The process of strategy implementation is already delayed, however, because still the national targets are not validated. The summit was dominated by discussions on the financial crisis and banking sector problems, especially a greater surveillance and coordination of national budgets, fiscal reforms and the idea of introducing systems of levies and taxes on financial institutions to ensure fair burden-sharing. In all these matters, Member States underlined that any action may not exceed the rules of the Lisbon Treaty and may not undermine their powers. The content of the strategy and implementation architecture does not meet expectations of the European Parliament. In its both resolutions (March 10th and June 16th) the EP urges the European Council and Member States to abandon "the open method of coordination" in economic governance and introduce stronger and stricter system of evaluation in order to successfully introduce the EU 2020 strategy. According to the agenda for strategy, the next summit in October should focus on in-depth discussion of the chosen national targets and programmes for national economic and structural reforms. However, it is not known whether due to the delays, which have already appeared, Member States are going to take such a detailed discussion. (original abstract)
