The German Economy - a Savings Package after the Stimulus Packages

Specjalizacja eksportowa niemieckiej gospodarki sprawia, że jest ona bardziej podatna na zmiany popytu światowego niż inne kraje Unii Europejskiej. Gwałtowny spadek zapotrzebowania na niemieckie towary wywołany światową recesją przyczynił się na przełomie lat 2008/2009 do największego po II wojnie światowej spadku niemieckiego PKB. W warunkach wyraźnego załamania koniunktury rząd niemiecki podjął środki zaradcze, mające złagodzić skutki kryzysu dla niemieckiej gospodarki. Środki te miały formę dwóch pakietów anty-kryzysowych o łącznej wysokości 82 mld euro. Eksperci wskazują, że ich wprowadzenie oraz ożywienie w handlu światowym, a także niezwykle elastyczny rynek pracy, umożliwiły niemieckiej gospodarce wyjście z recesji już w drugim kwartale 2009 r. The large export-oriented manufacturing sector and specialisation in investment goods cause that the German economy was more exposed to the global trade shock triggered by the global crisis than the other EU countries. The slump of demand on German goods contributed at the turn of 2008 and 2009 to the largest after the II World War fall of the German GDP. In response to the crisis, the German government adopted a set of measures to mitigate the negative effects of the global recession for the German economy. Stimulus measures were aimed at providing relief to households and enterprises, increasing public infrastructure investment and stabilising the labour market. As a result, the general government balance has been clearly deteriorated. If the public finance sector was in 2008 balanced, then in 2009 the deficit increased to above 3% of GDP. According to the forecasts, in the next years the deficit will be deepening - to above 4% or even above 5% of GDP. In order to balance the public budget, savings program in the public sector was approved by the German government. The savings package 2011-2014 assumes that the public expenditure will be cut down, the revenues will be systematically increased and the incurred credits will be diminished. The aim of the consolidation process is to lower the public deficit to the level of 1 % of GDP in 2014. (original abstract)
