Abstrakty

Analiza treści umowy z Kotonu pozwala postawić tezę, że druga rewizja umowy podporządkowana została czterem celom, do których odniesienia pojawiają się wprost w umowie, bądź też zamiar ich osiągnięcia wynika z kontekstu. Głównymi elementami umowy są: spójność działań, poszerzenie dialogu politycznego, efektywność pomocy i integracja regionalna. Cechą charakterystyczną wprowadzonych zmian w zrewidowanej umowie jest przeplatanie się tych elementów, często w obrębie jednego jej artykułu. Jednocześnie cele i zakres umowy zostały w dużej mierze zmienione, co pozwala sądzić, że pierwotna umowa z Kotonu stanowiła jedynie podstawę do wprowadzenia szerszych zmian. (fragment tekstu)

The article analyses briefly the changes made to the Cotonou Agreement in its second formal review in 2010. Four politically important goals, namely coherence, effectiveness, political dialogue, and regional integration are considered in detail. Author suggests that some of these modifications or adjustments may fundamentally alter the EU-ACP relationship, and they strongly correspond with changes in the EU legal system. The paper suggests also that the reviewed Agreement reflects a political will to perceive the European Union as a significant international actor, with a clear, normative background.
