Models of Collective Negotiations: Appraisal and Choice

Abstrakty
Ocena wpływu modeli rokowań zbiorowych na rynek pracy stawia problem kryteriów oceny ich efektywności oraz doboru modeli rokowań. Liczne badania poświęcone tej ocenie koncentrują się na ogół na dwóch przeciwstawnych modelach, tj. zdecentralizowanym i scentralizowanym. Ograniczenie takie - moim zdaniem - nie jest zasadne. Żaden z nich nie jest bowiem monolitem, a każdy podlega głębokim przekształceniom. Dlatego celem artykułu jest dyskusja nad kształtem modelu negocjacji, która wykracza poza tradycyjne ograniczenia. Podejmując próbę oceny efektywności modeli rokowań z uwzględnieniem ich sub-modeli, wykorzystuje się kryteria ogólnie przyjęte w bogatej literaturze przedmiotu. (fragment tekstu)
Processes of economic integration, increasing international competition, development of high technologies, deep changes in employment patterns and trade unions have been moving the model of collective negotiations into the centre of discussion. Negotiations are still regarded as the principle of regulation of collective labour relations. What is discussed, instead, is the impact of their various models on the labour market and thus on the whole economy and its competitiveness. This puts forward the problem of choice of the models and of criteria of appraisal of their effectiveness. The numerous analyses aimed at their appraisal use to concentrate on two somewhat opposite models, the decentralized and the centralized one. Such a confinement does not seem to be justified. The purpose of the paper is an attempt to appraise the impact of those models on the labour market. The appraisal - of necessity a simplified one - leads to the conclusion that the decentralized model as well as one of the centralized sub-models, that is the integration model, display a similar high effectiveness. Both are evolving toward intermediate solutions. And these seem to be the most effective. (original abstract)
