Abstrakty
(fragment tekstu)
The experience of East-Asian economies has contributed to a historically new model of overcoming underdevelopment and of advance in the international division of labour. In the article, major components of the export promoting strategy are reviewed. It is emphasized that the reforms in foreign trade, including export-incentives have been implemented in the broader context of a general strategy of the so-called learning-based delayed industrialisation. The crucial role in that strategy has been played by the government tending to provide a help to private firms. It is concluded that a fragmentary reliance on individual components of that strategy, as postulated for different socio-economic and historical conditions, may bring more disappointment than gain. In this connection, one should direct the research toward the specificity of that experience rather than to its direct applicability. The lessons from the East-Asian experience for East-European countries seem to consist primarily in the institutional sphere, namely in the active role of the government and public administration.
