Abstrakty

Przed przystąpieniem do tworzenia właściwych ram instytucjonalno-prawnych dla polityki stabilizacyjnej należałoby zatem odpowiedzieć na pytanie dotyczące obecności regularnego cyklu koniunkturalnego we współczesnej gospodarce. Próbą przybliżenia na nie odpowiedzi jest artykuł jedenasty. Jego autorka przeprowadziła badanie zmian koniunktury gospodarczej w USA, Niemczech oraz w Polsce, pod kątem ustalenia, które z obserwowanych oscylacji miały charakter periodyczny, a które przypadkowy. Braki w rozróżnianiu między przyczynami poszczególnych wahnięć koniunktury i traktowanie wszystkich oscylacji jako jednakowo ważnych mogą być jednym z powodów ograniczających skuteczność polityki stabilizacyjnej i w konsekwencji także ambiwalentnego do niej stosunku. An attempt at answering a series of questions of theoretical and empirical nature should be made before starting work on the creation of appropriate institutional and legal framework for a stabilization policy. The business cycle as a subject of a stabilization policy is among the most controversial phenomena. This elaboration is aimed at an approximation of an answer to the question whether there are any grounds to formulate an assumption that there is a repeated business cycle as a characteristic feature of today's market economy. The analysis is based on the example of economies that are the main industrial centres in America and Europe, i.e. in the USA and Germany. The chapter is concluded with an attempt at an identification of business cycles in Polish economy. (original abstract)
