A reassessment of the role and content of human resources in the context of a knowledge based economy

A realistic assessment of the stage of Romania's progress towards the knowledge-based economy can be made with the help of international comparisons. In this circumstance, the present study takes into account the index or the table of the assessment indicators set for the Lisbon strategy regarding: innovation and research, sustainable economic development, activity rate of the human resources and social cohesion, market liberalization and fluidization, entrepreneurial and company development. With almost half of the assessment indicators included in the Lisbon table, Romania is on the last place in Europe, as compared with all the countries taken into account. With many of these indicators, Romania's levels are a few times lower than the minimum levels in the European Union. The assessments of the five analyzed scopes place our country on the lower level of performance. The above-mentioned information demonstrates Romania's stringent necessity to approach the complex and difficult aspects associated with the development of the knowledge-based economy in a totally different manner, if performance is to be obtained in order that the gaps separating the European countries should be reduced and even eliminated.
