Abstrakty
One of the attributes of developed democratic society is an effective public administration, which consists of state administration and self-government. In general we can understand them as two relatively independent institutional systems, which both are oriented to gain the same objective: inhabitant's needs satisfaction and sustainable economic and social development. It is important to build close connection between both systems to fulfill this aim. Effective connections are priority for successful process operating to common aim, not only in quantitative (financial) parameters, but also in qualitative parameters (inhabitant's satisfaction). Regardless clean theoretical notion of each national economy's objectives in the sense of sustainable development, it is not possible to achieve steady development of whole area. Various understanding of system of state administration and self-government relationship organization based on different starting conditions and level of decentralization, leads to regional disparities. Every state respects its own (historical, economical, cultural, social, territorial) conditions, creates its own system of relationships configuration in public administration. (fragment tekstu)
