Artykuł jest kontynuacją rozważań autorów z (powoływanej wcześniej) pracy opublikowanej w pierwszej części niniejszej monografii. Biorąc pod uwagę tematykę monografii, autorzy uznali, że interesujące, a jednocześnie naukowo pożyteczne będzie pokazanie eksperymentalnych metod badania efektu "jazdy na gapę" i sposobów koordynacji wytwarzania dóbr publicznych. Praca prezentuje głównie wybrane wyniki badań własnych autorów, uzupełnione jednak o wnioski i rezultaty eksperymentów innych badaczy. (fragment tekstu)

The paper presents the results of experimental studies concerning the problem of voluntary contributions for public goods in relatively large populations. In the experiments different size groups have been analyzed: from 30 to more than 100 members. The results confirm that the process by which people make decisions in case of "free riding" dilemma is very complex. The decisions of the participants have revealed the presence of very different approaches: from socially minded and cooperative to purely egoistic behavior. It turns out that among the factors which most strongly influence the magnitude of "free riding" phenomenon are people's expectations on social preferences, i.e. people are willing to contribute more if they expect others to do same. As has been observed, the institutional solutions, which lead to the revelation of socially accepted behavior, may be crucial for the effectiveness of the system by which public good is being financed. The strong evidence for this hypothesis comes from the experiments in which institutions of "public debate" and "public voting" have been introduced. In both cases the level of individual contributions has significantly increased. (original abstract)
