Abstrakty

Przedstawiono problem rozbieżności pomiędzy optimum prywatnym i społecznym w rozwoju rolnictwa. To pierwsze wynika z kierowania się racjonalnością mikroekonomiczną, za. drugie - makroekonomiczną. Rozbieżność przedmiotowa wynika z pomijania efektów zewnętrznych w decyzjach gospodarczych podejmowanych przez rolników. Zadaniem polityki jest doprowadzenie do zgodności obu kategorii optymalności. To zadanie współcześnie staje się bardziej skomplikowane ze względu na proces globalizacji, który z jednej strony wnosi na wokandę kwestię racjonalności na poziomie globalnym, z drugiej zaś - zmniejsza możliwości działania państw narodowych, bez tworzenia skutecznych instytucji politycznych o zasięgu globalnym. The paper presents the problem of divergence between private and social optimum of agricultural development. The private optimum is the effect of microeconomics rationality, whereas the social optimum is developed by macroeconomics rationality. The subjected divergence is caused by passing over side effects during the process of taking agricultural decisions by farmers. The policy objective is balanced this two categories of the optimum. Presently, the policy objective is becoming more complicated on account of the process of globalisation. On the one hand, the process of globalisation underlines global rationality, but on the other hand, it reduces possibility of national states activity, without forming effective political institutions in global range.
