Abstrakty

Celem polityki ekonomicznej prowadzonej przez państwo była ochrona rodzimej produkcji, udzielanie subwencji, nadawanie przywilejów i nakładanie ceł ochronnych, skutkiem zaś tej polityki miał być bilans bardziej korzystny dla narodu. Say szczegółowej analizie poddał znaczenie bilansu handlowego. Zauważył, że w efekcie wymiany międzynarodowej jedna wartość zostaje eksportowana, a inna powraca do kraju. Kupcy, dokonując wyboru towaru, którym handlują, kierują się rozsądkiem i opłacalnością stąd wybierają towary gwarantujące osiągnięcie największych zysków, czyli takich, które będą miały największą wartość (fragment tekstu)

This article is a short presentation of Jean-Babtise Say's views considering the role of the state in the economy. Jean-Babtiste Say mainly known as the author of "The Say's Law of Markets" popularized the liberal ideas, especially fostering the free competition. His optimistic vision of market mechanism functioning dissociated him from English Classical School. The split between Smith, Richardo and Malthus's theory and Say's ideas contributed to set apart the English Classical School, which adopted the value theory, and the French School which treated the utility as the basis of the value. The Say's liberal opinions consider the idea of the broaden economic freedom: freedom of the entrepreneurship, ownership freedom and freedom of trade exchange are seen in his w hole doc-trine. His liberalism sanctified the market equilibrium, where market mechanism, progress and free entrepreneurship were established. His point of view considering the role of the state was liberal too. Say believed that only the ensured ownership law. freedom of trade exchange both on the internal and external market, abolition of the systems of restrictions and privileges allowed the competitive economy to exist. In his doctrine the economic liberalism does not only guarantee the freedom of the individuals but also contributes to the society prosperity. (original abstract)
