Wzrost stopy bezrobocia w krajach unijnych staje się jednym z najpoważniejszych problemów społecznych i gospodarczych. Współczesny wymiar bezrobocia i jego struktura różnią się istotnie od tego zjawiska sprzed kilkudziesięciu lat. Obecnie przybiera ono charakter trwały i strukturalny. Zasadnicze zmiany charakteru bezrobocia zmuszają do poszukiwania nowych form przeciwdziałania temu zjawisku.(fragment tekstu)

Permanent and structural character of unemployment in high-developed countries becomes a subject of bis» concern and interest. For that reason new forms of counteracting unemployment are being searched. One of the pointed solutions is a conception of increasing elasticity of the labour market through its deregulation. The open model of employment has come into being in the European countries as a result of the process of deregulation. The model provides for internal and external sources of employees, multitude of employment forms and working time. The process ol deregulation of the labor market has been carried out also in Spain. Nevertheless, recently Spanish employment policy and refor of the labor market have turned out to be ineffective. Opponents of the 2001 reforms pointed out, that in the result of the reforms mainly employers were favored. Breaking off negotiations with trade unions - opponents of the reforms, meant a lack of social dialogue. Political opposition and some parties have criticized government proposals as well. It seems that the main cause of positive processes in the Spanish labour market is a stable macroeconomic policy based on the balanced budget and the control of inflation. The deregulation process of the Spanish labour market is considered as a less important source of the positive changes in the labour market. (original abstract)
