Obecna sytuacja negocjacyjna nie wskazuje na to, by runda Doha mogła się zakończyć w 2009 r. zwłaszcza, że w Genewie pojawiają się nowe propozycje działań. Pierwsza z nich zakłada rozpoczęcie przygotowywania projektów list koncesyjnych krajów członkowskich. Propozycja Kanady nie została jednak dotychczas oficjalnie poparta przez choćby jednego członka WTO, a zdecydowany sprzeciw zgłosiły m.in. UE, Australia, Brazylia, Indie, Chiny i RPA. Propozycja ta nie podoba się wielu krajom rozwijającym się. Według nich brak uzgodnionych modalities pozwoli rozwiniętym partnerom wymusić dodatkowe koncesje od słabiej rozwiniętych gospodarek, a ponadto takie rozwiązanie jest niezgodne z mandatem rundy. Na przełomie listopada i grudnia 2009 r. w Genewie ma odbyć się spotkanie ministerialne poświęcone funkcjonowaniu wielostronnego systemu handlu WTO w obecnej sytuacji gospodarczej. Niewłączenie negocjacji założeń ramowych do programu obrad spowodowane jest zapewne obawami, że sesja ministerialna zakończyłaby się niepowodzeniem, jeśli głównym przedmiotem byłoby przyjęcie modalities. Dotychczasowe efekty negocjacji w zakresie poprawy dostępu do rynku towarów nierolnych nie są zadowalające. Mimo osiągnięcia dużego postępu w opracowaniu ramowych założeń, nadal nie uzgodniono wielu spraw. Zasadniczym elementem modalities wymagającym rozstrzygnięcia jest liberalizacja branżowa. The paper examines the progress that has been made and the challenges that still remain in the non-agricultural market access (NAMA) negotiations under the Doha Development Agenda (DDA). After a detailed analysis of the NAMA draft modalities text released in December 2008, the article explains the reasons for failure to reach the Doha Round agreement before the end of 2008. Subsequently, the author focuses on examining a development in multilateral industrial trade negotiations in the context of global economic crisis. While the crisis impels some countries to protect their economies and support local production by either restricting imports or by artificially boosting exports, the examination of current trends and forecasts shows that the rising wave of protectionism creates a risk of a deeper fall in global trade activity and threatens prolonged contraction of the world economy. Simultaneously, by analysing possible gains from trade liberalisation under the DDA, correlation between increase in trade and in GDP incomes is observed. The conclusion is that the implementation of Doha Round commitments could be an effective protection against worldwide escalation in protectionism, while potential incomes coming from multilateral trade liberalisation could revive economic growth. For that reason, there is the need to accelerate the process of negotiations, which is recently proceeding at a slow pace. (original abstract)
