Abstrakty

W artykule przedstawiono uwarunkowania reformy WPR na lata 2014-2020 w kontekście zmian związanych z ochroną środowiska. Wykorzystano materiały źródłowe w postaci oficjalnych dokumentów Unii Europejskiej dotyczących jej budżetu i polityk sektorowych, a także publikacje dotyczące stanowisk organizacji pozarządowych i branżowych oraz opracowania specjalistów na temat polityki rolnej. Na podstawie analizy opisowej wykazano, że w świetle skonkretyzowanych projektów regulacji prawnych, WPR będzie zawierać wzmocnione instrumenty związane z ekologizacją rolnictwa. Największy wpływ na projektowaną reformę miały takie czynniki jej kształtowania, jak stanowiska instytucji unijnych i grup interesów państw członkowskich oraz polityki rozwoju i ochrony środowiska. Mniejszy, ale istotny wpływ miały uwarunkowania związane z preferencjami społecznymi i stanowiskami organizacji pozarządowych. (abstrakt oryginalny)

The paper contains the characteristics of conditions influencing CAP reform for 2014-2020 in the context of changes connected with the environment protection. The author used official documents connected with UE budget and its agricultural and development policies, as well as the publications containing Non-Governmental Organizations proposals. Basing on descriptive analysis, it was pointed out that in the light of concrete form of legal regulations the policy will involve facilitated instruments of agriculture ecologisation. The reform project was mostly influenced by such factors as positions of interest groups (including EU members states), development and environmental policies. Conditions connected with social preferences and Non-Governmental Organizations proposals were less influential but they were important too. (original abstract)
