Jaspers - Technical Assistance in Preparing Infrastructure Projects

Abstrakty
Występowanie o środki unijne w ramach Programu Operacyjnego Infrastruktura i Środowisko (POMŚ) wymaga od beneficjentów przygotowania wielu dokumentów oraz uzyskania niezbędnych decyzji i pozwoleń. Proces przygotowania dokumentacji aplikacyjnej bywa zadaniem czasochłonnym, poprzedzonym niejednokrotnie koniecznością przeprowadzenia szczegółowych badań, prognoz i uzgodnień. W celu zapewnienia wysokiej jakości dokumentacji inwestycyjnej, stworzono instrumenty, mające zapewnić sprawne i skuteczne przygotowanie wniosków oraz ułatwić dostęp do środków z funduszy europejskich. Inicjatywa Jaspers (Joint Assistance to Support Projects in European Regions) powstała w 2006 r., by pomóc beneficjentom projektów, przygotowywanych ze środków Europejskiego Funduszu Rozwoju Regionalnego (EFRR) oraz Funduszu Spójności (FS), przewidzianych w budżecie wieloletnim 2007-2013. Jaspers stanowi wspólne przedsięwzięcie instytucji europejskich - Komisji Europejskiej (KE), Europejskiego Banku Inwestycyjnego (EBI) oraz Europejskiego Banku Odbudowy i Rozwoju (EBOR). Effective applying for EU funds for realisation of infrastructure investments requires the potential beneficiaries to prepare high quality application documentation. For the application documentation to meet all the procedural and legal requirements is an essential condition to acquire positive decision of European Commission on granting the funds. In accordance with the rules, it is possible to acquire assistance with Operation Programme Infrastructure and Environment preparation of application documentation as part of Jaspers Initiative and project pipeline mode. The article describes conditions that need to be fulfilled by projects in order to commence the procedure of accepting application documentation. Moreover, the article specifies the scope of assistance provided within the mentioned activities. Additionally, detailed information concerning the rules and method of co-operation as well as examples of investments in Europe and Poland supported by Jaspers and project pipeline have been included. The phase of application documentation preparation is crucial for the realisation of infrastructure investments as well as for expending European funds. Increasing personal, content-related and financial potential of the above mentioned instruments shall allow to eliminate substantial mistakes of beneficiaries. (original abstract)
