Property compulsory purchase is a very difficult and complex process to make fair. It can only be regarded as fair when the compensation paid is just, timely and sufficient to put the loser back in the same situation as he was in prior to the expropriation of his property. This means that the economic situation of those whose property rights are acquired or reduced In value should not change adversely as a result of the property being acquired compulsorily. Compensation should cover not just the loss of the land itself but also any losses caused to land not taken and disturbance costs, such as lost or reduced profits, businesses having to close, and the costs of relocation.
