Abstrakty

Ostatnie kilkanaście lat formowania się tendencji dotyczących potrzeby dostępu do kompleksowej informacji przestrzennej poprzez globalną infrastrukturę informacji przestrzennej zaowocowało koniecznością zestandaryzowania modernizacji systemów katastralnych poszczególnych krajów w kierunku osiągnięcia możliwych do zaakceptowania wspólnych cech. Powyższe zjawisko wywołało na forum międzynarodowym powstanie nowych koncepcji rozwojowych związanych z takimi zagadnieniami jak: Land Administration System - LAS, Cadastre 2014, CCDM/LADM, Cadastre 2012, Cadastre 2034, Cadastre'Inspired, Cadastre 2.0. Wymienione koncepcje proponują nowe rozwiązania funkcjonalne systemów informacji o nieruchomościach w społeczeństwie informacyjnym. W niniejszym opracowaniu przedstawiono dynamikę rozwiązań budowy wspólnego modelu systemu katastralnego, określono kierunek ewolucji oraz wytypowano wyznaczniki w oparciu o analizę istotnych światowych koncepcji. Opracowanie zawiera również propozycję grupowania tych wyznaczników. Wyniki badań mogą być wykorzystywane między innymi w procesie administrowania systemami katastralnymi na różnych poziomach funkcyjnych. Pozwalają one również na ocenę i porównanie systemów. For the past several years were forming the trends regarding the need for comprehensive access to spatial information through a global infrastructure for spatial information. There was a need to standardize the modernization of individual countries cadastral systems towards the achievement of acceptable common features. This phenomenon caused a rise in the international forum for new development concepts related issues such as: Land Administration System - LAS, Cadastre 2014, CCDM/LADM, Cadastre 2012, Cadastre 2034, Cadastre'Inspired, Cadastre 2.0. These concepts offer new functional solutions for real estate information systems in the information society. This paper presents the dynamics of solutions for building the cadastral system common model, indicated the evolution direction and were selected the determinants based on the analysis of important global concept. The development also includes a proposal for grouping these determinants. The results can be used inter alia in the cadastral system administration at different function levels. (original abstract)
