Abstrakty

Działalność pożyczkowa WE ma korygować niedoskonałości rynku, ponieważ pożyczki i gwarancje bardzo często dotyczą przedsięwzięć, niecieszących się zainteresowaniem prywatnych instytucji finansowych, takich jak np. duże projekty infrastrukturalne. Dzięki doskonałemu ratingowi kredytowemu WE (AAA), instytucje wspólnotowe mają możliwość pozyskiwania środków finansowych na bardzo dogodnych warunkach, co z kolei pozwala na udzielanie pożyczek państwom członkowskim lub prywatnym podmiotom na warunkach lepszych niż rynkowe. The paper is devoted to the functioning of the second financial arm of the European Union: borrowing and lending activities. The annual volume of this facet of EU finances amounts to more than 50 bn euro. Therefore, it can be stated that the borrowing and lending activities supplement the interventions from the EU budget. The purpose of the paper is to analyse the Union's lending institutions and the policy instruments at their disposal, such as European Investment Bank and European Investment Fund, macroeconomic instruments, the New Community Instruments as well as Euratom activity in this respect. The paper also shows how loan-related activities affect the Community's budget. (original abstract)
