Abstrakty
Celem artykułu jest dyskusja o niektórych konsekwencjach uwzględnienia niepewności przy ocenie oddziaływania technologii na polityki zarządzania innowacjami. Bardziej niż ściśle techniczne i prawne następstwa interesujące jest jednak, jak zmiana ta może wpłynąć na rozumienie relacji między naukowcami, urzędnikami, politykami a obywatelami zaangażowanymi w proces szacowania ryzyka i tworzenia stosownych regulacji. Zdaniem wielu uczonych i praktyków właśnie szczególnie wymagająca polityka wobec nowych technologii jest jednym z obszarów, na którym kształtują się wzory przyszłych form obywatelskiego uczestnictwa (por. Jasanoff 2004:1-12; Latour 2009; Bińczyk 2012; Stankiewicz 2011). Szersze społeczne zaangażowanie w podejmowanie decyzji dotyczących technologii stać się może, ich zdaniem, bodźcem do dalszej "demokratyzacji demokracji" (Callon i in. 2009: 225-255; por. np. Capability to create innovative technologies is commonly perceived as a basis for sustainable economic and social development. However, due to potentially destabilizing effects of new technologies, it is crucial to exercise risk and uncertainty assessment. Acknowledgment of limits of scientific predictions in case of radical innovation in complex environment results in withdrawal of absolute trust in experts' judgment. It may lead to more inclusive process of assessment in the framework of "hybrid forum". Creation of more inclusive institutions with real power to influence the technological policy may be perceived as a challenge parallel to the development of technology - not less important part of authentic modernization of the state.
