Abstrakty

Celem niniejszego artykułu jest nakreślenie ram teoretycznych dla analizy procesów europeizacji zewnętrznej, zachodzących zarówno w krajach sąsiedzkich objętych inicjatywą Partnerstwa Wschodniego, jak i w krajach posiadających oficjalny status kandydata do członkostwa w Unii Europejskiej. Służy temu przegląd najnowszej literatury polskiej i obcej (anglojęzycznej) traktującej o procesach europeizacji, dyfuzji norm i reguł oraz o wpływie aktorów zewnętrznych na demokratyzację w krajach trzecich. Tekst jest podzielony na trzy części. W pierwszej analizuję wieloznaczność zjawiska europeizacji i wczesne próby jego definiowania, zwłaszcza w kontekście europeizacji wewnętrznej, tj. zachodzącej w państwach członkowskich. W części drugiej przedstawiam podstawowe mechanizmy europeizacji zewnętrznej - warunkowość i socjalizację - oraz ich uwarunkowania w świetle podejścia instytucjonalnego. Część trzecia poświęcona jest refleksji nad efektami europeizacji zewnętrznej, ze szczególnym uwzględnieniem paradoksów (patologii) europeizacji w kontekście transformacji lub konsolidacji hybrydowych reżimów politycznych. W konkluzjach wskazuję ograniczoną wartość eksplanacyjną mechanizmu warunkowości, potencjał podejścia socjologicznego w ramach analizy sieci transnarodowych oraz kluczową rolę strategii lokalnych elit w kontekście efektywności transferu unijnych norm i reguł.(fragment tekstu)

The article takes stock of the existing theoretical literature on external Europeanization. It adopts a comparative perspective between candidate and neighbourhood countries, while at the same time contrasting the patterns of external and internal Europeanization. The focus is on basic mechanisms of external Europeanization - conditionality and socialization - and their principal determinants in light of, respectively, rational choice and sociological institutionalism. Moreover, the article reflects on effects of external Europeanization, including paradoxes or pathologies of Europeanization in terms of transformation or consolidation of the hybrid semi-authoritarian political regimes. Finally, it points out to the limited explanatory value of the conditionality mechanism, the potential of the socialization approach within the transnational network analysis, as well as to the key role of local elites' impact on the effectiveness of EU rule transfer.(original abstract)
