Abstrakty
W lutym 2007 r. na forum Organu ds. Przeglądów Polityki Handlowej(Trade Policy Review Body - TPRB) Światowej Organizacji Handlu (WTO) odbył się ósmy przegląd polityki handlowej Wspólnot Europejskich. Podstawą tego przeglądu był raport sporządzony przez Sekretariat WTO oraz deklaracja polityczna Wspólnot Europejskich. Informacje zawarte w obydwu tych dokumentach były przedmiotem dyskusji na forum TPRB. Przebieg dyskusji w trakcie przeglądu znajduje odzwierciedlenie w podsumowaniu, które jest sporządzane przez przewodniczącego TPRB. Przeglądy polityki handlowej WE na forum TPRB dokonywane są z częstotliwością dwuletnią. Był to zatem już drugi przegląd polityki handlowej WE obejmujący nowe państwa członkowskie przyjęte do UE w 2004 r., ale pierwszy w którym uwzględniono statystyki dotyczące tych państw. Przeglądem objęto politykę handlową w dziedzinach towarów i usług, politykę handlową w przekroju sektorowym, politykę inwestycyjną, a także środki polityki handlowej. Artykuł dotyczy handlu usługami. The services sector, with a share of over 77% in GDP, plays a vital role in the EU economy and employment. The European Commission aims at eliminating the existing barriers and differences in regulation across Member States and creating a truly internal market for trade in services by 2010. The list of these barriers includes, inter alia, monopolies preventing the establishment of service providers from other Member States, quantitative restrictions on access to services activities, residence requirements relating to managers, price regulations, accounting rules differentiated in every State, discriminatory tax regulations that treat local providers in a more favourable way. In order to eliminate barriers the EU has undertaken a series of formal measures, notably the completion of the Financial Services Action Plan 1999-2005, the launch of a new financial services strategy 2006-2010, the Action Plan for transport 2002-2010, the issuance of Postal Directive, and lastly the Services Directive. The EU is an active player in the ongoing WTO multilateral negotiations and has scheduled commitments across virtually all major service categories under the GATS. (original abstract)
