Po długich i burzliwych negocjacjach 12 grudnia 2006 r. Parlament Europejski i Rada przyjęły dyrektywę usługową. Jej zasadniczym celem jest "osiągnięcie postępu w tworzeniu prawdziwie jednolitego rynku usług". Dokument został przez polityków europejskich uznany za podstawowe narzędzie w realizacji zaktualizowanej strategii lizbońskiej wzrostu gospodarczego i wzrostu zatrudnienia. Dyrektywa usługowa będąca efektem kompromisu między zwolennikami pełnej liberalizacji rynku usług i politykami o bardziej konserwatywnych poglądach obawiającymi się "dumpingu społecznego", stanowi istotny postęp na drodze do osiągnięcia swobody trans-granicznego świadczenia usług oraz swobody zakładania przedsiębiorstw usługowych w dowolnym państwie członkowskim UE. In order to establish an integrated Internal Market in Services the European Parliament and the European Council adopted in December 2006 the Services Directive. The Services Directive materializes the fundamental freedoms guaranteed in Articles 43 and 49 of the Treaty establishing the European Community through the simplification of administrative procedure and removal of obstacles for services activities. The implementation of the Services Directive will require Member States to undertake a mix of legislative and administrative measures. One of the obligations required by the Directive is the establishment of the points of single contact that will have to ensure that service providers can complete all procedures and formalities needed for access to and exercise of their service activities through these points. The Services Directive applies to all services which are not explicitly excluded from it. However the list of exclusions is quite long and includes, inter alia, non-economic services of general interest, financial services, services in the field of transport, audiovisual and radio broadcasting services. These obligations have to be completed before the end of 2009. Moreover, some obligations required by the Directive go beyond that date. (original abstract)
