To bezprecedensowe w historii naszego kraju wydarzenie jest wielką szansą, wymaga jednak odpowiedniego przygotowania, ponieważ wiążą się z nim zadania, których polska administracja nigdy nie wykonywała. Poland faces a great challenge - its first EU Presidency in 2011. The author underlines its two major aspects: leadership and management. Size, potential and political aspirations determine whether a Member State wishes to play a leading role or just limits itself to a daily management of the EU machinery. Treaty of Prum incorporated into the European legal framework and SIS-one-for-all are given as examples of ambitious and successful projects that required a strong political guidance. It is, however, underlined that the best political ideas will not succeed without an efficient and well-prepared management of the EU's daily business. The author reminds also that the legal framework, under which the Presidency will act, may be substantially reshaped by the Lisbon Treaty. The meaning of the change shall be analysed in detail. Taking into consideration periods for preparation of previous Presidencies, Poland shall already start the procedure looking for political objectives that may be on the agenda in 2011 and training its staff, especially future chairpersons and delegates.
