Plans of the European Commission concerning unbundling of power industry

Abstrakty
We wrześniu 2007 r. Komisja Europejska (KE) przedstawiła projekt zmiany dyrektywy IEM (Interna! Market for Electricity), liberalizującej wspólnotowy rynek energii elektrycznej. Jedną z najbardziej radykalnych propozycji jest pełne, własnościowe oddzielenie infrastruktury sieciowej od pozostałych rodzajów działalności (unbundling własnościowy). Jest to instrument zapewniający działalność infrastruktury sieciowej, niezależną od tych ogniw tworzących wartość dodaną w elektroenergetyce, które działają na wolnym rynku elektroenergetycznym (produkcja i sprzedaż energii elektrycznej). Ważne jest jednak, aby korzyści z tego rozwiązania były większe niż koszty, które będzie musiała ponieść elektroenergetyka. (fragment tekstu)
The European Commission strives to increase competition of the European electricity market. However, according to the Commission, the European society should take advantages of power market liberalisation, nowadays the Commission is unable to execute it. The ownership unbundling is expected to support competition the in power industry. It should secure continuous development and competitiveness of the EU economy. Other potential advantage is development of M&A activity in the area of transmission networks that shall appear with accelerating of common market creation. Ideas of the European Commission concerning ownership unbundling are questioned by some EU members - especially Germany and France. Other countries are also skeptic. Hence, Commission called Germany and France to present an alternative solution. It seems that the current stage of discussion concerning deepening the restrictiveness of power industry structure separation allows to predict that any solution in legislation works could take place in the second half of 2008.
