Abstrakty

W artykule scharakteryzowano dochody i wydatki jednostek samorządu terytorialnego w Republice Irlandii. Przedstawiono ewolucję tego systemu na tle organizacji funkcjonowania tych jednostek w tym kraju od połowy lat 70. XX wieku. Przede wszystkim omówiono źródła dochodów funkcjonującego tam samorządu terytorialnego oraz ich strukturę w podziale na dochody o charakterze własnym i transfery z budżetu państwa. Scharakteryzowano również kierunki wydatkowania tam środków budżetowych, w szczególności wydatków o charakterze bieżącym. W rezultacie wskazano główne czynniki, które zdeterminowały funkcjonujący tam obecnie system dochodów i wydatków samorządu terytorialnego Republice Irlandii. (abstrakt oryginalny)

The article characterizes revenues and expenditures of local governments in the Republic of Ireland. It was presented the evolution of that system against a background of the functioning of these units since the middle of the 70. XX century. First and foremost, there were studied the sources of the revenues as well as their structure in the held of own revenues and transfers from the state budget. Furthermore, there were characterized the purposes of the expenditures, especially the current ones. In consequence, there were shown some main issues which determine present system of revenues and expenditures of the local government in the Republic of Ireland. (original abstract)
