Celem opracowania jest przedstawienie Europejskiego Funduszu Rozwoju jako instytucjonalnej formy pomocy rozwojowej UE, ze szczególnym uwzględnieniem jego genezy i ewolucji, priorytetów, zasobów finansowych, a także dyskusji na temat włączenia go do budżetu ogólnego WE, co według instytucji UE powinno wpłynąć na zwiększenie efektywności pomocy rozwojowej Unii Europejskiej, ale jednocześnie niesie niekorzystne konsekwencje dla niektórych państw członkowskich, jak np. At present the EU actively participates in undertakings aimed at fighting the global development gap in the world. The development aid is presently rendered by the EU from the general budget of the European Development Fund (EDF) as well as individual support programmes of the member states. The EU aims at not only increasing the volume of development aid but also its effectiveness. That is why for more coherent activity based on the Koton Agreement, a lot of mechanisms of financial development aid have been reduced and restructured and improved. However, EDF has remained the major mechanism of this aid. The study presents EDF as institutional form of EU aid for ACP countries and OCT as well as the discussion on including it in the general EU budget, which according to the EU institutions should cause the effectiveness of EU development aid but at the same time brings unfavourable consequences for some member states like Poland. The problem is likely to be solved soon within the reform of general budget and setting the new EU financial perspective for the period of 2014-2020. (original abstract)
