Abstrakty

System zrównoważonego transportu powinien uwzględniać kryterium dostępności do usług transportowych w aspekcie bezpieczeństwa zdrowotnego, zasady sprawiedliwości międzypokoleniowej, efektywności ekonomicznej, optymalnego wykorzystania przestrzeni oraz ograniczania negatywnego wpływu na środowisko. Zjawisko zrównoważenia w transporcie jest oceniane przy użyciu różnych wskaźników. Wśród nich są jednak wskaźniki stosowane przy każdym dokonywaniu pomiaru. Kompleksowy, systematyczny i sprawny system monitoringu może przyczyniać się do zobiektywizowania wdrażania strategii zrównoważonego rozwoju w sferze realnej na poziomie regionalnym. Istnieje pilna potrzeba upublicznienia tego typu danych i dostępu do nich, by można było prowadzić monitoring oraz rzetelne badania naukowe w tym obszarze. Celem publikacji jest przedstawienie wybranych aspektów metodologicznych związanych z tą problematyką oraz propozycji wskaźników zrównoważonego rozwoju transportu na poziomie regionalnym w oparciu o cztery kapitały: środowiskowy (naturalny), ludzki, ekonomiczny (gospodarczy) i społeczny. The system of sustainable transport should take into account the criterion of transport services accessibility in the aspect of health safety, the principle of intergenerational equity, economic effectiveness, optimum use of the space, and reducing the negative impact on the environment. The phenomenon of sustainability in transport is assessed with the use of various indicators. However, among them, there are the indicators used during every measurement being made. A complex, systematic and efficient system of monitoring may contribute to objectification of implementation of the sustainable development in the real sphere at the regional level. There is the urgent need to publicise such data and access to them in order to conduct monitoring and fair research in this area. An aim of the article is to present some methodological aspects related to these issues as well as proposals of indicators of the sustainable development of transport at the regional level based on the four capital-based approaches: natural, human, economic, and social.
