In the 1990's most of Central and Eastern European countries (CEECs) went through radical liberalization and adopted large-scale packages of economical and political reforms. These packages include almost complete price, trade and capital movement liberalization, macroeconomic stabilization, currency reform, and small-scale and large-scale privatization. The questions are: How is the development of the legal and institutional infrastructure in the accordance of these radical changes in the society and in the economy? What is the degree of civil servants' willfulness and power that leads to the corruption? How are law making procedures ruled and how is law enforcement mechanism operating? This paper draws on the results of a special interview study of Estonian entrepreneurs and managers undertaken in 1998 in order to study government agencies behavior, law making procedures and operating of the law enforcement mechanism in Estonia. 128 entrepreneurs and managers responded to the questionnaire and the results lead to some general conclusions about the development of the legal and institutional environment in a small open transitional economy.
