Abstrakty

Celem polityki fiskalnej jest wpływanie na wielkość globalnego popytu tak, aby spowodować zwiększenie produkcji, ograniczenie bezrobocia i stabilizację poziomu cen. Uściślając można stwierdzić, że jej zadaniem jest łagodzenie wahań cyklu koniunkturalnego, czyli hamowanie ekspansji gospodarki w okresie nadmiernego wzrostu i pobudzanie aktywności gospodarczej w okresie spadku koniunktury. To, jakie są efekty takiej działalności, zależy jednak od poziomu aktywności gospodarki, czyli od kształtu krzywej globalnej podaży. Ponadto działalność rządu w sferze stabilizacyjnej ma wpływ także na inne sfery. Na przy kład wykorzystanie podatków jako narzędzia stabilizacyjnego ma wpływ na dystrybucję dochodów i alokację produktów.(abstrakt oryginalny)

The aim of the article is to present the range of the fiscal policy and its tasks in a modern state with market economy. Taking into consideration the fact that the periods of rise and fall of the favourable market conditions are periodical, and that the market economy itself is not a crisis - free way of self-contained growth but on the contrary, it creates a lot of economic problems, and therefore the state cannot resign from influencing the economy, in this situation the only helpful means are some certain actions undertaken by the government which influence the economy in order to obtain desired goals such as for example the economic growth, increase of employment, or curbing the inflation. The government implements certain fiscal policy or acts directly. The results of such actions depend on the level of the economic activity shown as a curve of global supply. One should also mention that the very' notion of "fiscal policy" is not clearly understood in the fiscal-economic literature. This problem has been discussed in the first part of the article. The second part is devoted to the redistribution issues. Different forms of redistribution have been analysed: redistribution through insurance and banking systems, and also direct and indirect one. In the third part various stabilising tasks have been described - in particular the ways of mitigating fluctuations of the market conditions' cycle as well as methods of taxes application. The most important stabilisers of the market conditions have also been discussed here. The fourth part presents allocation tasks of the fiscal policy, that is the very essence of the allocation and also the relation between public and private goods.(original abstract)
