Abstrakty

Istnieje zbiór czynników, ograniczających strukturalne zmiany w organizacji. Inercja strukturalna ma miejsce, jeżeli organizacja dokonuje zmian adaptacyjnych, lecz zbyt wolno. Twierdzenie, że organizacyjna struktura podlega znacznej sile inercji, nie oznacza, że organizacje nigdy się nie zmieniają. Oznacza to raczej, że organizacje stosunkowo wolno reagują na pojawienie się w otoczeniu zagrożeń i możliwości. Warunki doboru sprzyjają tym organizacjom, które charakteryzują się wysokim poziomem niezawodności i racjonalnym poziomem kontrolowalności. Zapewnienie warunków dla niezawodnej i przewidywalnej działalności umożliwia precyzyjne odtwarzanie struktury. Organizacja płaci za to cenę inercji strukturalnej. W ten sposób, jeżeli proces doboru sprzyja niezawodnym, kontrolowalnym organizacjom, sprzyja organizacjom o wysokim poziomie inercji.(abstrakt oryginalny)

There is a variety of constraints on structural change within organizations. Structure is significantly affected by inertial forces arising from the organization's policies that regulate its operations, and from its surrounding environment, e.g. having to publicly legitimize its organizational activity. Structural inertia is when an organization introduces adaptation changes but the response is too slow. The claim that organizational structures are affected by significant inertial forces does not mean that organizations never change. It rather means that organizations respond relatively slowly to whatever threats and opportunities occur in their environment. The conditions of selection favor organizations with high levels of reliability and rational levels of accountability. Creating conditions for reliable and predictable activity allows for highly reproducible structure. The price the organization pays for this is structural inertia. Accordingly, the very process of selection that favours reliable and accountable organizations also favours organizations with high levels of inertia.(original abstract)
