Unia Europejska podejmuje róznego rodzaju działania, które maja prowadzic do przeniesienia pewnej czesci przewozów ładunków juz nie tylko z samochodów na kolej i zegluge sródladowa, ale równiez do transportu morskiego (from land to sea). Lansowana jest wiec koncepcja rozwoju zeglugi bliskiego zasiegu SSS (short sea shipping) oraz autostrad morskich(fragment tekstu)

In its transport White Paper of September 2001, the Commission proposed the development of motorways of the sea as a real competitive alternative to land transport. These motorways of the sea should be part of the TEN-T. Motorways of the sea are existing or new sea-based transport services that are integrated in door-to-door logistic chains and concentrate fl ows of freight on viable, regular, frequent, high quality and reliable short sea shipping. The development of the motorways of the sea network should absorb a sig- nifi cant part of the expected increase in road freight traffi c, improve the acces- sibility of peripheral and island regions and states and reduce road congestion. The adoption of article 12a of the TEN-T Guidelines of 29 April 2004 gives a legal framework for funding the motorways of the sea. Article 12a gives three main objectives for the sea motorways projects: • freight fl ow concentration on sea-based logistical routes, • increasing cohesion, • reducing road congestion through modal shift. Four corridors have been designated for the setting up of projects of Europe- an interest: motorway of the Baltic Sea, motorway of the sea of western Europe, motorway of the sea of south-east Europe, motorway of the sea of south-west Europe. At EU level, support for motorways of the sea has been substantially in- creased for the 2007-2013 fi nancial programming period, with the integration of motorways into the multi-annual work programme of the TEN-T network, as a new specifi c action in the Marco Polo II programme and as measures to be funded over a range of operational programmes under the structural funds and cohesion funds. Furthermore, motorways of the sea are eligible for support from the European Investment Bank.(original abstract)
