Enlarged CEFTA : Economic Impact on Southeast European Countries

Current analysis has shown that replacement of the existing complicated network of as many as 31 bilateral trade agreements with a new single regional trade agreement will be advantageous to Southeast European countries. The most important difference between the old and new model of CEFTA refers to the inclusion of new liberalization areas in the new regional agreement so it should also include the harmonization of trade measures, such as sanitary and phytosanitary measures, liberalization and regulation of trade in services, competition policy, state assistance and subsidies, government procurement and protection of intellectual property rights. A notable advantage of this new regional agreement arises from the possibility of progressive enlargement of the pan-European system of diagonal cumulation of origin and establishment of a diagonal cumulation zone between the European Union and the Southeast European countries that will significantly stimulate regional trade. T his kind of trade linking model of Southeast European countries, often called "enlarged CEFTA", could result in positive static and dynamic benefits for each country individually and for the region as a whole. Estimation of benefits is based on the existing level of mutual (intraregional) trade and the growth potential of this trade which is most often based on gravity model results. Data show that intraregional trade recorded fast and constant growth after signing the Memorandum of Understanding in 2001, on average by almost 33% for the period from 2002 to 2004, especially in the countries of the former Yugoslavia, whose exports to the countries of the region grew faster than their exports to the rest of the world.
