Abstrakty

Związek między transportem a wzrostem i rozwojem ekonomicznym jest na świecie przedmiotem badań od wielu lat, ale wciąż brak jest jego wyczerpującego wyjaśnienia. Celem niniejszego opracowania jest charakterystyka i synteza wybranych wyników badań, które zostały oparte na skutecznej metodzie, zostały dostatecznie zweryfikowane i zawierają jednoznaczne wnioski. Wyniki te zostały zebrane pod kątem udokumentowania słuszności tezy o pozytywnym wpływie wzmacniania potencjału systemu transportowego na rozwój gospodarczy. Teza ta tylko z pozoru wydaje się być oczywista, gdyż można znaleźć wiele przykładów przyspieszania rozwoju gospodarczego w warunkach zaniedbanego systemu transportowego w krajach słabiej rozwiniętych. Znane są też poglądy skrajnie ekologiczne, według których środki zaoszczędzone na systemie transportowym można efektywnie wydać na inne cele gospodarcze i społeczne, a nadmierne ułatwianie mobilności może być szkodliwe w globalnym ujęciu. Niedosyt może sprawiać zwięzłość wyżej sformułowanej tezy. Należy jednak być świadomym tego, że postawienie jednoznacznej tezy o dużej sile poznania, odnoszącej się do złożonego systemu gospodarczego, nie może być wyrażone za pomocą prostego zdania. Przegląd wyników badań i publikacji naukowych dowodzi, że ich autorzy starają się relacje rozwojowe między transportem a gospodarką pokazywać za pomocą większego zbioru logicznie uporządkowanych tez, z których każda wyizolowana z osobna mogłaby skutecznie być podana w wątpliwość. Złożoność tych relacji doprowadziła w Unii Europejskiej do powstania pojęcia komodalności transportu, które pozwala bardziej kompleksowo oceniać efekty istnienia oraz rozwoju różnych gałęzi i form transportu, a także określać optymalny układ jego struktury. In the World the relationship between transport and economic growth and development is the subject of research for many years, but they still lack is its comprehensive explanation. The main contemporary dilemma of these problems it's a contradiction of two theses: a) that the development of transport cause the macroeconomic development, b) that the development of transport cause excessive external costs for the economy and for the society. Previous theoretical and empirical research show, that with the passage of time and spatial, technological and structural changes in the economy the impact of new infrastructure investment in transport to GDP growth are dampened. As far as in the 1980s. and 1990s. these investments clearly boosted the activity of private entrepreneurs in the 21st century more important growth factors are such as the quality of the human capital, product and process innovation, the absorbency of internal markets. Statistics show the positive impact of the construction of the motorway network to the GDP growth, while it's hard to find a positive correlation between the development and modernisation of the railway network and an increase in GDP. In the European Union, the development of a network of all roads allowing to achieve satisfactory availability, but this network is more used to satisfy consumer direct needs of citizens than the needs of the production sphere. Creating a co-modal transport system and assuming the rationality of the shift of traffic from road network on the rail network and water it is necessary to take account of specific conditions in individual countries. This shift may not mean the abandonment of the created during decades the potential of the road network, especially in view of the fact that the alternative rail network requires additional capital intensive investment.
