Abstrakty

Tematem publikacji jest analiza niedoskonałości klasycznych mierników nierównowagi fiskalnej, a więc deficytu budżetowego i długu publicznego. Autor prezentuje konstrukcję nowych mierników, tj. Fiscal Imbalance oraz Generational Imbalance. Pierwszy z nich określa wartość bieżącą łącznej nierównowagi finansowej sektora finansów publicznych w wybranych horyzontach czasowych. Natomiast drugi z mierników odpowiada na pytanie jaka część nierównowagi budżetowej powstaje w związku z działalnością obecnych oraz poprzedzających je generacji. (abstrakt oryginalny)

the paper focuses on analysis of imperfections of the classic measurements of fiscal imbalance, i.e. of the budget deficit and the public debt. the author presents construction of new measurements, i.e. the Fiscal imbalance and the Generational imbalance. the former measures current value of the total financial imbalance of the public finance sector within chosen time frames. the latter responds to the question of what part of the financial imbalance is created in connection with activity of the present and the former generations.(short original abstract)
