Abstrakty

Momentem przełomowym były ataki terrorystyczne na World Trade Center w Nowym Jorku w 2001 r. Okazało się wtedy, że katalog zagrożeń jest o wiele większy niż przypuszczano, a łańcuch dostaw może być zarówno celem, jak i źródłem działalności przestępczej. Konsekwencją tego była zmiana w podejściu władz publicznych i menedżerów organizacji do problemu bezpieczeństwa. Głównym celem wdrażania bezpieczeństwa w łańcuchach dostaw stała się ochrona łańcuchów dostaw przed dostępem do nich nieupoważnionych osób (przede wszystkim terrorystów) i wykorzystaniem ich np. w celu przemieszczania broni masowego rażenia. Efektem tego było pojawienie się wielu regulacji i inicjatyw ukierunkowanych na ochronę łańcuchów dostaw, zintensyfikowana współpraca sektora publicznego i prywatnego w zakresie bezpieczeństwa, jak również zwiększone zainteresowanie wdrażaniem elementów zarządzania bezpieczeństwem w łańcuchu dostaw (ang. Supply Chain Security Management, SCSM). Celem artykułu jest usystematyzowanie dorobku teoretycznego dotyczącego zarządzania bezpieczeństwem w łańcuchu dostaw oraz przeprowadzenie analizy czynników determinujących wprowadzenie SCSM i działań podejmowanych w ramach realizacji tej strategii. Analizą objęto również wybrane metody stosowane w ramach SCSM. (fragment tekstu)

The aim of the article is to systematize the studies on supply chain management and to analyse the factors that determine the introduction of supply chain security management (SCSM) as well as the actions undertaken within SCSM. The analysis covers also selected methods for supply chain security management. The article has been divided into five sections. The first one discusses the basic definitions in SCSM area. The second part analyzes the determinants of the introduction of SCSM. The third part discusses the activities undertaken in the framework of security management. The aim of the next part is to analyse methods used in the SCSM. The last section discusses the approach of enterprises in Poland and in the world to security management. Due to the ongoing process of globalization and the increasing risks in international supply chain, more attention must be paid to supply chain security. There is a need to increase security without hindering the smooth functioning of supply chains. Supply chain security management could help to meet this need. The implementation of SCSM allows to achieve several advantages, such as mitigating the risk of disruption and greater resiliency. Despite these benefits, the implementation of SCSM is very often determined not by internal, but rather by external factors, such as the government, customers, competitors and society. Comprehensive supply chain security management should not only include all areas of the entity, but also a common security policy with other members of the supply chain. It should be a combination of technologies for physical security, human resources, elements of planning, monitoring and evaluation in the field of risk assessment, quick response plans and cooperation within the supply chain and with the government.
