Abstrakty

Artykuł koncentruje się na rozważeniu pozycji i roli społeczeństwa obywatelskiego w procesach lokalnego i regionalnego rozwoju społeczno-gospodarczego. Dotychczasowo rozwijana koncepcja regionalnego systemu innowacji została uznana za niewystarczającą. Zaproponowane podejście - regionalny ekosystem innowacji - dokonuje upodmiotowienia aktorów należących do społeczeństwa obywatelskiego. Wskazuje także na tworzący się kompleks różnorodnych relacji, które oparte są również na procesach oddolnych, a motorem zmian stają się potrzeby lub aktywność obywateli (pojedynczych lub grup czy społeczności lokalnych, bądź regionalnych). Również model potrójnej helisy - wprowadzania i rozwoju innowacji - okazał się niepełny. Autorki artykułu proponują alternatywny, przestrzenny model komórki macierzystej, składający się z przestrzeni porozumienia, wiedzy i innowacji, a także model poczwórnej helisy - składający się z sektorów: edukacji, biznesu, administracji oraz społeczeństwa obywatelskiego.(abstrakt oryginalny)

The purpose of the article is to demonstrate the position and function of civil society through purposely selected models of innovation development at the local and regional level. A regional innovation ecosystem is a dynamic and complex relationship which consists of actors or entities whose functional goal is innovation development. The civil society's needs constitute the main factor which determines actions in innovation ecosystem. A regional innovation ecosystem consists of economic entities (agents, actors) and economic relations as well as culture, technology, institutions and social interactions. The article expands the triple helix model as a framework for local and regional development. The triple helix model consists of three sectors: education, business and the public administration. The civil society is a "foundation stone", the most important base. Nowadays, this view has changed - the new concept of "triple helix spaces" has emerged and now it consists of knowledge, innovation and consensus spaces. Finally, the quadruple helix model is considered. The elements of quadruple helix model are education, business, public administration, civil society. Civil society plays the main role (frequently in different ways) in quadruple helix model and in regional innovation ecosystem processes. Civil society is both an important actor and the most important beneficiary of local and regional development.(original abstract)
