Abstrakty

Celem niniejszego artykułu jest przedstawienie zmian w finansach publicznych wprowadzonych w krajach bałtyckich w kontekście obecnego kryzysu finansowego. Reformy podzielono na trzy kategorie: cięcia wydatków, wzrost dochodów i tworzenie instytucji przyczyniających się do dyscypliny fiskalnej. Doświadczenia państw bałtyckich z konsolidacji fiskalnej mogą być przydatne dla innych krajów w okresie transformacji, takich jak Polska, które zmagają się z podobnymi problemami gospodarczymi.

The aim of this article is to describe fiscal reforms conducted in the Baltic states in the context of current financial crisis. The reforms have been classified into three categories: spending cuts, revenue increases and institutional settings contributing to fiscal discipline. Experiences of the Baltic states with fiscal consolidation could be useful for other transition countries, like Poland, wrestling with similar economic problems. The main conclusion of the Baltic states experiences is that fiscal adjustments concentrated on spending cuts rather than revenue increases is more likely to result in durable retrenchment. Tax hikes should concentrate on the tax components that have the least harmful impact on growth, such as tax on property or on consumption. (original abstract)
