Abstrakty

Po raz kolejny sprawność procesów logistycznych i funkcjonowanie łańcuchów dostaw okazały się trudnym polem do pomiaru, znacznie bardziej skomplikowanym niż np. działalność produkcyjna czy handlowa. Przeprowadzone badanie dowiodło, że postawiona hipoteza na temat znacznych różnic w tym zakresie pomiędzy regionami była prawidłowa. Z tego względu, w świetle znacznych różnic sprawności logistyki w różnych regionach tych samych krajów i gospodarek narodowych, można zakwestionować koncepcję ogólnych krajowych kompetencji logistycznych. Tak więc odpowiedź na pierwsze postawione pytanie badawcze w pewnym stopniu zaprzecza koncepcji krajowych kompetencji logistycznych i wskazuje, że Logistics Performance Index nie reprezentuje tych kompetencji z dostateczną precyzją. Przeprowadzone badania cechują się pewnymi ograniczeniami wynikającymi z trudności oceny wiarygodności odpowiedzi udzielonych przez respondentów wszystkich ankiet wykorzystanych w badaniu. Stwierdzone różnice sprawności procesów logistycznych mogły wynikać z powodu niezamierzonego błędu wskutek subiektywnego czynnika, jakim jest postrzeganie rzeczywistości przez respondentów. Tak więc wykorzystywanie percepcji respondentów do profesjonalnego systemu benchmarkingu takiego jak LPI wydaje się nieco problematyczne, gdyż zwiększa to wpływ mniej obiektywnych czynników na wartość międzynarodowego wskaźnika funkcjonowania procesów logistycznych (Logistics Performance Index). W ten sposób uzyskano odpowiedź na drugie pytanie badawcze, kwestionującą uprawnienia decydentów gospodarczych do wysuwania ogólnych wniosków na podstawie zagregowanych wartości wskaźnika LPI dla danego kraju (gospodarki narodowej), prezentowanej na portalu internetowym Banku Światowego. Jest to równoznaczne z potrzebą stosowania bardziej "obiektywnych" metod pomiaru sprawności logistycznej w różnych gospodarkach w poszczególnych krajach. Być może badania takie powinny iść w kierunku bardziej klasycznych technik wykorzystywania danych statystycznych i szeregów czasowych (np. relacja wartości dodanej do poziomu zapasów w gospodarce, analiza regresji pomiędzy różnymi miarami operacji logistycznych i niektórymi wskaźnikami makroekonomicznymi itp.), zaś stosowanie "subiektywnych" danych pozyskanych w wyniku ankietowania powinno być ograniczone jedynie do bliższej interpretacji twardych faktów ekonomicznych. Dodatkowo badania przedstawione w niniejszym opracowaniu wskazują, że poziom kosztów logistycznych nie wykazuje jednakowej wartości dla całego kraju. Koszty logistyczne mogą różnić się w zasadniczy sposób pomiędzy regionami. Biorąc pod uwagę poważne problemy metodologiczne, związane z obliczaniem tych kosztów, wskazuje się na to, że wyłączenie ich z analizy LPI było słuszną decyzją twórców tej metody. (fragment tekstu)

International comparisons of logistics performance were always difficult, mainly due to unclear concepts of what to measure, full set of data hard to be obtained and methodological problems of data aggregation. Often all kinds of surveys were used to collect information on companies' performance and the cost of logistics operations. In order to highlight national logistics competence a concept of the Logistics Performance Index was created with the purpose to illustrate differences of logistics operations in various countries. The paper questions the general concept of national logistics competencies in the light of significant differences of logistics performance in various regions of the same country. It also indicates that using international surveys based on examination of perceptions for a professional benchmarking system like LPI seems to be somewhat problematic. The paper suggests the use of more "objective" methods of measuring logistics efficiency in different regions of various countries. (original abstract)
