Projections of the future number and structure of pupils to be enrolled may be very relevant to comprehensive planning, especially in countries where the educational sector constitutes a substantial part of the nation' s resources {UN,. 199G). These projections are the basic ones in educational planning since other elements such as teacher's demand, educational costs etc. are derived from them."Understanding the significance of the human factor in the economic growth and the role of educational effects in it was contributive to development, of skilled labour models which was to be the base of educational planning (Tymowska, 1979; Gieślak, 1979.
