Poland introduced a new pension system in 1999. The need for pension reform resulted from high pension expenditures in Poland that peaked in 1995, exceeding 15% of GDP, combined with the projected ageing of the Polish population. The pension system offered relatively high old-age pensions, with an average replacement rate of around 70%. According to the projections, the share of the female and male population aged over 60 and 65, respectively, to the total population would rise from current the 15% to almost 24% by 2030. The combination of these two factors would make the Polish pension system unsustainable in the long run. Additionally, the social security contribution was set at a very high level, 45% of earnings, and could not be increased further. The shape of the reformed system was designed to accommodate demographic challenges and make it less vulnerable to changes on the labour market. (fragment of text)
