Pierwsza część rozdziału została poświęcona nowemu podejściu do samorządności z akcentem na warunki dla bardziej przedsiębiorczego profilu samorządności. (...) Rozważania przedstawione tutaj odnoszą się do kwestii publicznego (public entrepreneur) oraz społecznego (civic entrepreneur) przedsiębiorcy i ich kluczowej roli we wprowadzanych zmianach poprzez kreowanie sieci i aren dla nowych procesów samorządności. (...) Przedstawiono cztery studia przypadków. Dotyczą one południowej części regionu sztokholmskiego zwanego Södertörn. Wskazuje się w nich na procesy charakterystyczne dla działań oraz podstaw innowacji instytucjonalnych. Ogólnie rzecz ujmując, wskazują na pole działania dla partnerstwa i aliansów, w których zasadniczą rolę odgrywali społeczni przedsiębiorcy, reprezentanci różnych organizacji wnoszący przedsiębiorczy potencjał podczas ustalania tymczasowych instytucji.
