Abstrakty

Celem niniejszego artykułu jest zasygnalizowanie problemów związanych z nowoczesnymi koncepcjami zarządzania w jednostkach samorządu terytorialnego (JST). Wśród poruszanych zagadnień na szczególną uwagę zasługują dwa podejścia: innowacyjność w zarządzaniu JST oraz Nowe Zarządzanie Publiczne (New Public Management) lub Rządzenie Publiczne (Public Governance). The paper focuses on problems concerning new ideas towards management within public sector. Two approaches seems to be the most interesting: 1) Regional Innovation Strategies (RIS); 2) New Public Management or Public Governance. Regional Innovation Strategies consist of both innovation within public office management systems and innovation within local and regional development processes. Transition process towards market economy as well as UE integration process that are taking place in Poland demands encouraging development potential of local governments. Ability for effective, creative and fast decision-making processes, effective management of public services, anticipating approach towards land use policy, long-term planning, competitiveness of space etc. there are attitudes that should characterise local and regional authorities. In this context innovation system seems to be one of the most efficient instrument of local and regional development policy, especially because it activates existing development potential within local community and allows to use its social capital for long term development strategies. The success of this approach can be gained only if local and regional authority is able to implement innovation systems within managing public office as well as within development policy. The paper discusses factors that are crucial for implementing Regional Innovation Strategies. Is also presents the scheme of survey that are taking place in the Region of Łódź concerning implementation of RIS. The second approach New Public Management is based on the ideas like: managerialism, market-based public administration, entrepreneurial government, business-like management or public managerialism. The main factors that influence efficiency and effectiveness of functioning of local and regional authority are as follow: legitimacy of government (degree of "democratisation"), accountability of political and official elements of government (media freedom, transparency of decision-making, accountability of mechanisms), competence of governments to formulate policies and deliver services, respect of rule of law (individual and group rights and security, framework for economic and social activity, social participation). But this market-base approach seems to have several disadvantages since public administration is concern. Public Governance is the answer for some of the problems. It argues that it is a need for increasing the approach towards public management, including the context of socio-economic surrounding and complexity of administration interactions. The paper analyses functioning of public authorities in the context of ability to absorb innovation and using them as a development mechanism. It also points out few recommendations that should help public administration to create good conditions for social and economic development in long time perspective. (original abstract)
